Isle of Capri nets three possible management deals last week

It was a big first week of the new year for Isle of Capri Casinos. The respected regional casino company could have stakes in some of the industry's major gaming jurisdictions if all comes to fruition.

To start with, the company was named as the gaming operator for Greektown Casino Hotel in Detroit, replacing the Fine Point Group, whose contract expired on December 31.

Greektown's three-member management board has hired Isle to manage the bankrupt Detroit, Michigan casino and named Cliff Vallier to be CEO. Vallier moves up from several management positions at the casino, the most recent being CFO and assistant general manager.

Isle of Capri will be paid a total of $450,000 for 2010.

The casino, one of three in Detroit, has been in Chapter 11 bankruptcy reorganization since the middle of 2008. The Fine Point Group managed the casino during 2009, producing extraordinary results, partially because a new hotel opened at Greektown early in the year. In the past year the casino has managed to grab a larger market share from its two competitors, MotorCity and MGM Grand Detroit, growing its revenue while their revenues actually declined.

Because Greektown is in bankruptcy, these appointments must be approved by both the federal bankruptcy court and the Michigan Gaming Control Board.

Jake Miklojcik, one of the management board members, commented, "This new leadership has the extensive experience and demonstrated ability necessary to boost the performance of the property over the long term. As we look to the future and continue to seek opportunities to improve performance, maximize profits and minimize costs, Vallier and Isle of Capri know the Midwest market, they know casino management and they are positioned to take the property to the next level."

Later in the week, it was revealed that Isle had reached agreement with a group of Station Casinos debtors to take over management at four of the company properties if a judge rejects a lease arrangement on the properties that was part of the deal when Station Casinos went private in 2007. The "PropCo" properties-Palace Station, Sunset Station, Boulder Station and Red Rock Casino Resort-would be turned over to the debtor as a result of the Station Casinos bankruptcy proceedings.

The lenders, led by Deutsche Bank, made the consultancy agreement with Isle last year in the event that the bankruptcy judge turns the properties over to them. Lenders have a problem with a provision in the contract that pays Station Casinos almost $250 million each year to run the properties. Although the lease payments were temporarily reduced last month, lenders want to option to take over the properties to preserve their interest.

The Isle agreement is independent of an offer by Boyd Gaming to buy the company, which Boyd increased late last year. Station has an exclusive agreement with the court to propose its own reorganization plan until March 25. The bankruptcy court will hear a separate petition from the lenders on January 25 asking that they be allowed to sue Station Casinos for the stipulations when the company was taken private two years ago.

And finally, to cap off the busy week, the company announced it would bid on one of the final casino licenses in Pennsylvania-a "Category 3" license-at Nemacolin Woodlands Resort in Farmington, Fayette County. There have been few bidders on these secondary licenses because of various restrictions, but changes to the legislation included in the table game bill signed last week by Governor Ed Rendell (See U.S. Gaming) made it feasible to operate now.

Nemacolin Woodlands President and Owner Maggie Hardy Magerko said the reduction of the patron expenditure aspect of the bill from $25 to $10 and the addition of more slot machines for each property made the licensing "a very attractive opportunity."

"Add to this the management and marketing expertise of Isle of Capri, one of the most recognizable and experienced names in the gaming industry, and we believe we have the best venue in terms of resort amenities and management to effectively and profitably operate a casino," said Hardy Magerko.

Hardy Magerko said the casino will be located in a former outdoor store located on the property.

"We believe Nemacolin Woodlands Resort with our vast array of amenities ranging from the Woodlands Spa, to Mystic Rock Golf Course, to sporting clays, off road course, skiing, fine dining and many other activities offers the premiere resort venue in the state and with the expertise of Isle of Capri will result in a casino that offers a unique experience for our patrons and maximizes the economic benefits for the state," said Hardy Magerko.

Isle President and COO Virginia McDowell was pleased with the arrangement reached with Hardy Magerko.

"Since we first began our discussions with Nemacolin Woodlands and visited the facility, our team has been convinced that this is the right opportunity in the perfect location to build a resort casino in Pennsylvania," she said. "Nemacolin Woodlands is Pennsylvania's premier resort destination, and the plans we are building together will situate the property to produce maximum benefits for the state and the community."
Isle owns 13 casinos in the United States in Lula, Biloxi and Natchez, Mississippi; Kansas City, Caruthersville and Boonville, Missouri; Bettendorf, Davenport, Waterloo and Marquette, Iowa; Black Hawk, Colorado; Lake Charles, Louisiana; and Pompano Beach, Florida.

McDowell told GGB News that the developments were part of the strategy developed by the company about a year ago.

"Our plan was to seek management contracts and transitional consulting agreements," she says. "We have a very talented group of executives with experience in more than 75 major gaming properties in every major jurisdiction. It requires little to no investment from us and produces revenue, so it's a win-win for everyone involved, especially our shareholders."

GLOBAL GAMING BUSINESS PODCAST: The Late Redenia Gilliam-Mosee, Former Bally’s Executive

One of the seminal figures in the history of Atlantic City gaming passed away last week. Redenia Gilliam-Mosee, a former senior vice president of public affairs with Bally's Park Place and Harrah's Entertainment, was one of the first Atlantic City residents to be employed by the casino industry at a senior level.

Gilliam-Mosee participated in many community organizations, rising to senior levels with such organizations as the Greater Atlantic City Chamber of Commerce and the Boys and Girls Club. Her commitment to the community included the promotion of the first casino-funded housing in Atlantic City.  She helped get Bally's to fund construction on a project called Jacobs Family Terrace, which she proudly touted the rest of her life.

Her tenacity in getting what was best for her community and her company was legendary. After retiring from Harrah's, Gilliam-Mosee joined the administration of Atlantic City Mayor Lorenzo Langford when he assumed office for the second time in 2008. As business administrator, Gilliam-Mosee directed the operations of the city and saved the city millions of dollars by her attention to detail and her ways of persuasion.

Casinos Austria Shakes Up Management

Gaming operator Casinos Austria has announced several executive management shifts to better focus its international efforts.

Josef Leutgeb, CFO of Casinos Austria International, stepped down from his role as financial director of Casinos Austria AG at the end of 2009 to focus primarily on the international business.

Paul Herzfeld, CEO of Casinos Austria International, will give up his role as deputy director general of Casinos Austria AG in mid 2010 to concentrate on the division's continuing international expansion activities.

To balance the absence of Leutgeb and Herzfeld and reinforce the parent company, Casinos Austria AG Director General Karl Stoss has given up his role as chairman of the CAI board. For that same reason, Dietmar Hoscher, a director on the Casinos Austria AG board, also has left the CAI board. Both changes took effect on January 1.

Bettina Glatz-Kremsner, the financial director at Austrian Lotteries GmbH, is now performing that same function at Casinos Austria AG.

After the December meeting where all the changes were announced, Director General Stoss said, "I am really delighted we have such a competent management duo as Paul Herzfeld and Josef Leutgeb heading up our international business activities, and Bettina Glatz-Kremsner will now handle finance for the whole Group. These are two important steps towards a lean and efficient management structure."

Stoss also commented on the continuing search for a potential partner for CAI.

"Our goal is to find the best, not the quickest solution," said Stoss. "Good things sometimes take time, and luckily we are not under any time pressure."

Asian IPO on Tap for MGM Mirage

After watching rivals Las Vegas Sands and Wynn Resorts garner hundreds of millions of dollars in additional investments, MGM Mirage last week began the move to issue an initial public offering on the Hong Kong stock exchange for a minority interest in its Asian gaming operations.

David Katz, gaming and hospitality analyst for Oppenheimer & Co., reported last week that "Management indicated it is pursuing a Hong Kong IPO, with which its JV supports. The company also expects to generate $300 million to $500 million for MGM from the sale of a 20 percent - 30 percent stake, which implies a relatively high multiple compared with other deals."

The report comes at a time when MGM Mirage stock is under pressure to perform, particularly following the December opening of CityCenter, the company's $8.5 billion Las Vegas gamble.

Katz is bullish on CityCenter, raising his projected annual revenue from $136 million to $196 million.

Panama Appoints Thunderbird Board

The Panamanian subsidiary of Thunderbird Resorts has been assigned a new board of directors by the nation's gaming control commission. The subsidiary, International Thunderbird Gaming Panama, owns the Fiesta brand casinos.

Giselle Brea, executive director of the gaming commission, appointed Alberto Tiles as board president, Manuel Mata as secretary and Leris Bustamante as treasurer.

The move follows an audit last October that revealed financial problems with parent Thunderbird Resorts, according to reports from La Estrella and Yogonet. The gaming commission justified the action by claiming there were some irregularities with taxes.

International Thunderbird will be responsible for paying the new board their monthly salaries. The president will receive $8,000, the secretary $4,000 and the treasurer $2,000 per pay period.

The gaming commission will decide how long to maintain the new arrangement.

California Tribe Awaits Word From BIA

As 2010 opened the Estom Yumeka Maidu Tribe of Northern California was waiting to hear word on its application to the Bureau of Indian Affairs to put 40 acres into federal trust for a casino in Yuba County.

The tribe is awaiting the release of a preliminary Environmental Impact Statement for the project, which would include a 170-room hotel, convention center and retail.

The proposal is not popular with the voters of Yuba County, who opposed it in a non-binding referendum several years ago. It is also opposed by the Mooretown Rancheria, operators of a casino in Oroville, which claims that the Estom Yumeka Maidu Tribe is engaged in "reservation shopping" way off of its traditional tribal homeland.

Meanwhile, in the same part of the state the Redding Rancheria, which recently put an expansion of its Win-River Casino on the shelf until better economic times, has decided to  buy 64 acres in Redding. Since the tribe several years ago bought 150 acres next to a hotel that it owns, speculation has run rampant that the tribe wants to eventually increase the size of its casino's footprint. The tribe is also in discussions to buy 82 acres from the city of Redding near Interstate 5.

Empire Resorts Picks New CEO; Former CEO Objects

Joseph D'Amato, former chief financial officer for Empire Resorts, has been promoted to CEO of the company. D'Amato is replacing Joseph Bernstein, whose contract ended in 2009.

D'Amato assumed control of the company on January 1 and is expected to fill his new position until 2013. Prior to his promotion, D'Amato served as Empire's CFO beginning in September 2009. He joined Empire Resorts from Mount Airy Casino Resort in Pennsylvania, where he was the property's CEO.

Empire Resorts currently operates a racino in Monticello, New York, and plans to build a new property in Kiamesha Lake.

Bernstein, who left the company on December 31, has filed a complaint with the New York State Racing and Wagering Board alleging that board representatives of majority shareholder Kien Huat Realty III "hijacked" his authority as head of the New York-based company, which owns Monticello Gaming and Raceway.

Au Fook Yew and G. Michael Brown "began to pull the reins of the company away from me, despite the fact that I was the company's CEO," Joseph Bernstein wrote in a 17-page complaint.

Bernstein has also asked the board to check into the business relationships of Au and Brown regarding possible development of a tribal casino at the Monticello track. He said Brown's role representing the company in negotiations with the Mohawk tribe is a conflict of interest, because Brown previously represented the tribe.

Bernstein also alleged that Empire may have paid both men during periods in which they were barred from doing so by the board.
 
The allegations are "simply untrue," according to new Empire CEO Joseph D'Amato. "Prior to the expiration of his employment agreement, Mr. Bernstein had made numerous financial demands on the company. After the company refused his demands, Mr. Bernstein issued this letter."

D'Amato said Empire contacted the state board "to provide information refuting Mr. Bernstein's claims."

Former OLG Head Settles for $740K

Canadian taxpayers will pick up the tab in the case of a former head of the Ontario Lottery and Gaming Corp., who took her claim of wrongful dismissal to court.

Kelly McDougald reached an out-of-court settlement with the Ontario government that will give her more than $740,000-more than double her annual salary.

According to the Toronto Star, McDougald, who had been seeking $8.85 million in damages, portrayed herself as a political scapegoat who took the fall for a series of no-bid contracts at OLG. The corporation was also criticized for general overspending. According to reports, consultants paid as much as $3,000 a day expensed tea and cookies to taxpayers.

Opposition parties warned the firing could end up costing taxpayers more than if McDougald had been given a package, the Star reported.

Corzine Breaks Precedent with ACCVA Nomination

New Jersey Governor Jon Corzine's nominee for a vacant seat on the Atlantic City Convention and Visitors Authority board may not be legal because his choice is not a casino representative.

Corzine nominated union official Richard Tolson, director of the Bricklayers and Allied Craftworkers Administrative District Council of New Jersey.

According to state statute, the board must contain "six public members, at least two of whom shall be representatives of the New Jersey casino industry, to be appointed by the governor with the advice and consent of the senate." Presently, the only other member of the board who meets that description is Mark Juliano, CEO of Trump Entertainment Resorts.

If approved, Tolson would assume the seat vacated by Ken Condon, former president of Bally's and now a consultant for Harrah's Entertainment in Atlantic City.

Jacobs Resignation Linked to Ho

Former MGM Mirage General Counsel Gary Jacobs, who resigned his post last month, may have done so to ease concerns of New Jersey gaming regulators about a link between MGM and the Ho family of Macau.

For several years, New Jersey regulators have been investigating a joint venture between MGM and Pansy Ho, daughter of billionaire Stanley Ho. The elder Ho has been accused of having ties to organized crime in China.

Though Nevada regulators approved the MGM-Pansy Ho partnership in 2007, New Jersey regulators continue to be concerned about the alliance, which enabled MGM to get a foothold in Macau's booming casino industry. They have recommended that MGM Mirage divest of its 50 percent stake in the Borgata Hotel Casino & Spa in Atlantic City. MGM co-owns Borgata along with partner Boyd Gaming.

Jacobs structured the China deal as MGM's general counsel. It includes payments to Stanley Ho's casino company in the form of a secondary license or "sub-concession," according to reports. Reports say Jacobs' departure might pave the way for a more favorable outcome in a New Jersey regulatory hearing.

As parimutuels add Vegas-style slots, Florida tribe's new chairman could usher in new era of Class III gaming at the nation's Miami casino.

The Miccosukee Tribe of Florida has installed Colley Billie as its new chairman. The poker director at the tribe's west Miami-Dade casino, Billie edged out longtime chairman Billy Cypress by campaigning on an economic development platform last November.

Billie takes the helm as the tribe's gaming interests face increased competition from parimutuels. According to the Miami Herald, Flagler Dog Track opened a slots casino several months ago, and Calder Race Course is about to unveil its own slots parlor. Both parimutuels offer the more-popular Vegas-style slots, while the Miccosukees still have Class II electronic bingo.

For the Miccosukees to advance to Vegas-style slots, the tribe would have to negotiate a revenue-sharing deal with the state, as the Seminole tribe is trying to do at the moment.

Florida Governor Charlie Crist, who based his support of the Seminoles on the prospect of millions for education, said he is receptive to Class III gaming at the Miccosukee casino for the same reason.

"Certainly we're open to doing anything we can to help the children of Florida get the very best education they deserve," Crist said.

Potawatomi Casino Names New Exec

Milwaukee's Potawatomi Bingo Casino is continuing to add to its stable of experienced executives with the recent selection of Josh Peeples, a member of the Passamaquoddy tribe, to oversee the property's players club, VIP services, guest relations and group sales as the assistant marketing operations director.

Peeples has served at the casino since 2004, where he has held a variety of positions within the marketing department. His experience ranges from senior media buyer to player's club manager to interim marketing director.

"I'm excited to take on this new role at the casino," Peeples said. "I'm looking forward to further enhancing our guests' experience at Potawatomi Bingo Casino."

Tropicana Picks New VP

Lee Ann Groff-Daudet was recently picked to be the new vice president of entertainment at the Tropicana Las Vegas casino. Groff-Daudet brings more than 20 years of entertainment industry experience to the position, which was previously held by Nancy Gregory, now a consultant to the property.

Groff-Daudet has worked for several high-profile entertainment-related companies, including Columbia Pictures, Twentieth Century Fox and Blue Man Group.

"Lee Ann brings an expansive working knowledge to her position at Tropicana Las Vegas; including experience in product management, casting, broker relations, sales and marketing," said Tropicana President Thomas McCartney. "We are thrilled to have someone with her vast expertise on the Tropicana Las Vegas team."

Groff-Daudet is the latest in a string of new hires at the Tropicana as the property undergoes a renovation and attempts to bring its image into the 21st century.

AGA Hires Government Affairs Official

The American Gaming Association has appointed John D. Versaggi to the post of vice president of government affairs for the gaming industry trade group. Versaggi is a political professional who worked for UST Public Affairs, Inc. as a lobbyist before joining the AGA. Before working for UST, Versaggi spent seven years serving Congressman Richard Burr (R-North Carolina).

"John has an impressive record of accomplishment here in Washington, and his combination of Capitol Hill and corporate government affairs experience is perfectly suited to furthering the AGA's role as the national voice of the commercial casino industry," said Frank J. Fahrenkopf Jr., president and CEO of the AGA. "There are a number of important federal issues facing our industry this year, and we couldn't be happier to have someone of John's caliber joining the AGA team."

The AGA's government affairs team is comprised of Fahrenkopf, vice president Dorothy Jackson and now Versaggi. Versaggi is replacing D. Brett Hale, who resigned from his AGA post to become senior vice president of corporate and government relations at Churchill Downs Inc.

Spain’s Cirsa Selects Director

Spain's Cirsa Group recently announced that Albert Puyol, general director of gambling venues, has left the company for "personal reasons" and Manuel Estany will be filling the general director position.

Estany is a well-known marketing executive who was previously general director of La Sirena and a partner at Aplicca Identity Solutions.

Puyol, who was selected by Cirsa to boost the company's bingo and casino profits in Spain, was only general director of gambling venues for nine months before leaving the company.

Police Captain Named to New Jersey CCC

A retired state police captain has been nominated to New Jersey's five-person Casino Control Commission, which oversees Atlantic City's $4.5 billion gaming industry.


Edward J. Fanelle was tapped for the position by Governor Jon Corzine, whose term will end with the January 19 inauguration of Chris Christie. Corzine, a one-term Democrat who was trounced by Republican Christie at the polls last November, is devoting the final days of his administration to "a rush of patronage appointments," according to the Atlantic City Press.


A 25-year veteran of the state police force, Fanelle now works as the public safety director for Camden County. If confirmed by the Senate, he will serve five years at an annual salary of $125,000.


The appointment comes despite suggestions from some Republican lawmakers that the commission be pared from five members to three as a cost-cutting measure (commissioners' salaries are paid by Atlantic City's 11 casinos). It has also come despite an agreement between Corzine and Christie that the outgoing governor will not fill any vacancies on "policymaking boards whose influence will be felt long after he leaves office," the Press reported.


Fanelle would assume the seat previously held by Michael A. Fedorko, who resigned in 2009 to become public safety director of the Port Authority of New York and New Jersey. Like Fanelle, Fedorko was a state police commander before joining the commission.


Fanelle has no prior casino experience.

Grand Traverse President Resigns

Grant Channing, president and general manager of the Grand Traverse Resort & Spa, has decided to step down from his post to take over the position of vice president of hotel operations at the Pechanga Resort & Casino in Temecula, California.

"Something has to challenge me for me to go, and there were some challenges there that intrigued me to go," Channing told the Traverse City Record-Eagle. "The most difficult thing, frankly, was leaving here."

Channing headed the Grand Traverse casino for more than three years. Prior to joining the resort in 2006, he worked for New York's Turning Stone Resort. Channing told the Record-Eagle that his experience working for the Grand Traverse Band of Ottawa and Chippewa Indians was a rewarding experience.

"They put the money in, they supported it and they're proud of it," Channing told the newspaper. "For the most part, anything I've accomplished is really due to the people here."

In a statement, Grand Traverse Band Tribal Chairman Derek Bailey said Channing's "knowledge of resort operations, understanding of the hospitality industry and strong support of tourism in the region and the state will be missed."

The tribe's Economic Development Corporation is going to begin searching for a new general manager, though there is no deadline to find a replacement, according to the Record-Eagle. Scott Chouinard, the property's assistant general manager and chief financial officer, will act as interim general manager.

Pennsylvania's Mount Airy Casino Resort has launched an option for players to order their own comps while at the machine. The "SmartPlay" system is a patented computer module developed by two Mount Airy executives, property President and CEO George Toth and Special Events Coordinator Sharon Kopin.

Mount Airy customers use the system to "build their own rewards" through a resort dollar bank, according to a press release from the property. Kiosks allow patrons to withdraw the resort dollars for use in paying for hotel room reservations, newsstand purchases, golf course fees, spa treatments, concert tickets or for meals at any of Mount Airy's four restaurants. The most popular option, according to the casino, is one allowing players to transfer up to half of weekly earned resort dollars to slot dollars for use in free slot play.

"You will not find this in Atlantic City or Vegas," said Toth. "This exciting new feature is exclusive to Mount Airy and allows our players the ability to choose where and when they want to redeem their player rewards."

Kopin, who holds the patent along with Toth, said the idea came from what she saw as a need for something unique in player rewards. "As someone who's been involved with the gaming industry for many years, I asked myself: 'How many clock radios can you possibly give away?' That's when I got the idea for SmartPlay," Kopin said.

Cantor Gaming Launches “Pocketcasino”

Cantor Gaming recently announced that it is expanding its mobile gaming offerings to include casino games as well as in-running sports wagering. Cantor's "pocketcasino" is offered at the Venetian and Palazzo resorts in Las Vegas.

CNIGA Announces Upcoming Conference

The California Nations Indian Gaming Association is hosting the 15th annual Western Indian Gaming Conference this Tuesday and Wednesday at the Palm Springs Convention Center in Southern California. Unlike previous years, however, there will be no trade show connected to the conference.

Some of this year's seminars will touch on topics like internet gambling, Class II and Class III gaming, the economic future of the tribes and the Indian Gaming Special Distribution Fund.

Astro Corp Supplies VLTs to Italy

Astro Corp has announced the supply of an initial 450 VLTs to Codere Italy under an exclusive agreement between the two companies.

The VLTs will be sited in multiple locations and will feature games specially designed by Astro Corp for the Italian market. Astro Corp has also made a financial commitment in respect of nine-year, fully renewable licenses for the terminals.

Astro Corp is now the largest supplier of AWPs to the Italian market and as such believes the company has a good understanding of the needs and preferences of the Italian player. The company has proven SBG software and the ability to deliver targeted, profitable games.

Codere Italy operates over 2,300 slots and 12 bingo halls, and has one license for a gaming terminal network.
